Along with her proposed change, Rep. Anna Paulina Luna\u2019s office had sent a summary of what it would do.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"CIUJWB5FUNHSDGTRXXOJIEBYWY\" data-el=\"text\">But the first line made no sense.<\/p>\n<\/div>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"XW5X7JICSFGOTB4GJ6FK4JYY2U\" data-el=\"text\">One of Luna\u2019s staffers had copied a chatbot\u2019s answer \u2014 time-stamp and all \u2014 and pasted it into the public record of the National Defense Authorization Act.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"SHBD3SCKHFFNZGK32JHXJRLQYY\" data-el=\"text\">As a screenshot of the garbled text circulated on social media, the Florida Republican was nonchalant.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"KSUSIHZTHJBM3AVNLCRP4NKEEA\" data-el=\"text\">\u201cNot a shocker,\u201d she wrote. \u201cMost staff use it.\u201d<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"LRHIZ5RNFNAXJP35O436LS3OFQ\" data-el=\"text\">Asked later about the incident, Luna went further. \u201cA lot of staff will use ChatGPT, Claude, Grok. I personally like Grok better, but my staffer prefers Claude,\u201d she told The Washington Post. \u201cI\u2019m not gonna knock him for that. There\u2019s nothing illegal about him doing a summary.\u201d<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"IFYRVCZ3EBBV5IQF76KSC2FUHM\" data-el=\"text\">Across the Capitol, lawmakers and<b> <\/b>staffers are using artificial intelligence to write speeches and news releases, sort constituent mail, prepare questions for congressional hearings and draft amendments.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"EC62O73BFBALFJS3OHF4UAUVEY\" data-el=\"text\">Even as politicians are debating how to govern AI for the rest of America, Congress has already settled how it will use the technology: quickly, broadly and with little oversight.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"6RHOFSBZGREPXLGWAA6PWPEY44\" data-el=\"text\">Both chambers have cleared members and staff to use chatbots \u2014 Copilot, ChatGPT, Gemini and, in the House, Claude \u2014 for official work, with more under review. For almost as long as Congress has existed, staffers have been ghostwriting speeches for their bosses. But a speechwriter can be summoned or fired. Chatbots are products built by the tech companies lawmakers are in charge of regulating.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"F6I5X2OMPFEYDC3DSZXLLEPXPE\" data-el=\"text\">Amid the rapid adoption of AI on the Hill, lawmakers face a key question: How much of their responsibilities are they willing to hand over?<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"Y43RLLXSRRHDNCGELFR2ZCTUHA\" data-el=\"text\">Interviews with more than two dozen lawmakers and staffers<b> <\/b>\u2014 some of whom spoke on the condition of anonymity to discuss internal operations \u2014 along with internal House and Senate policies obtained by The Post, show that the institution has left that question largely unanswered. The few House and Senate rules that exist are poorly understood and<b> <\/b>seldom enforced. In practice, AI use is left up to the hundreds of individual congressional<b> <\/b>offices to settle for themselves. It\u2019s not clear how many offices have internal written policies on AI.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"ZAGYTETTFZA5DGHGSI5QFJ6E3E\" data-el=\"text\">And no one The Post asked knew of<b> <\/b>any instance where a staffer was formally disciplined by the House or Senate for breaking its rules.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"PLEXCXXMIJBPNG3OZO63KPA2CE\" data-el=\"text\">Luna was right. There was nothing illegal about having AI edit, spell-check \u2014 or even write \u2014 legislative materials. Cleo Fields (D-Louisiana) had a town hall coming up in Natchitoches, a city in his district that his press secretary didn\u2019t know well.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"ZCOMTSOVBRHVNBI7BZ3H4XAPUU\" data-el=\"text\">So that aide, Sydney Broome, asked Claude for a list of TV stations in town, its newspapers, and reporters\u2019 names and contacts. Then, she started calling each one.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"2MY6IKPGQ5BHFL6DTLJ436VIAY\" data-el=\"text\">At 22, Broome is the youngest full-time staffer and only press secretary for Fields. AI saves her three or four hours of work a week, she said. Her boss does not use it at all.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"RHN6CM66YFD6LB6W4FHB4XUW3Q\" data-el=\"text\">ChatGPT first emerged when Broome was still in college. Her professors, unable to stop students from using AI, urged restraint and ran their assignments through AI detection. Students could use it for research, they warned, but never to write from scratch.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"DUHLCFF6LNFMLE65JS4ZENJNGY\" data-el=\"text\">Congress has no such checks. So Broome has imposed them herself.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"H464WQIPMBFF7LYURTMSU6LDOE\" data-el=\"text\">She\u2019ll use Claude to find a reporter\u2019s email, but not to write to them. She doesn\u2019t use it to produce anything in her boss\u2019s name. \u201cThat\u2019s just kind of a bit of a gray area,\u201d she said.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"NWRFNCKOKRBJVK7ERQATBGDE24\" data-el=\"text\">Many staffers say they are aware of AI\u2019s limitations. The tools occasionally<b> <\/b>invent nonexistent bills. Other times, the writing is formulaic and clunky.<b> <\/b>Still, chatbots help speed up their work.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"EJIE6PWVHZGTDAG4PY2DICNEXE\" data-el=\"text\">A GOP aide in another office said he uses Copilot to write appropriations amendments. The subcommittee he works for used AI to suggest witnesses for a hearing and to help generate the questions lawmakers should ask them.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"MPWZVQYMTZG45OPEBD72B6Y2TI\" data-el=\"text\">Another Republican aide has taken AI even further. He exported all his phone contacts and text messages \u2014 years of conversations \u2014 into a personal Claude account and told it to build a database of every reporter he has ever dealt with: what he pitched them, which ones they accepted, which exchanges went badly. The chatbot auto-updates itself with each new conversation.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"BNPOCUXGLBADFIXQE7GLYUKJFI\" data-el=\"text\">Recently, his boss wanted to do a TV interview about surveillance law. The aide asked Claude whether he had ever pitched a TV booker on that topic and how it went. It came back instantly with a contact.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"6RZ5MWHV5JA2PAPTLSFEABJJR4\" data-el=\"text\">Claude also runs that staffer\u2019s office\u2019s communications budget \u2014 the taxpayer-funded mail and ads sent to constituents. \u201cI don\u2019t really have to touch the data in Excel much anymore,\u201d he said.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"XNBBPZO5WRFWJKKBUFXJH27ADM\" data-el=\"text\">The aide said he\u2019s not sure what exactly is permitted by congressional rules. \u201cYou\u2019re still not supposed to put constituent data into AI,\u201d he said. \u201cThere are weird things around where the rules are. The Trump administration has spent the past year and a half pushing AI into every corner of the government.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"A6DGVZ7C3FD4FHZURG6SPFWVAQ\" data-el=\"text\">\u201cIf we are not keeping pace with how the executive branch is functioning,\u201d one person said, \u201cthen we\u2019re not performing effective oversight.\u201d<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-header grid-center grid-body\" data-qa=\"article-body\">\n<h2 id=\"EBKYPGMNABB2HEEYJJLNF3MS2Y\" class=\"wpds-c-XIGbK wpds-c-XIGbK-iivLrAs-css headingStyleOverrides\" data-apitype=\"header\" data-contentid=\"EBKYPGMNABB2HEEYJJLNF3MS2Y\" data-testid=\"article-header\">AI for everything<\/h2>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"2V7EFDSVXVCPZFKAM2O5GJQ6E4\" data-el=\"text\">The new frontier has left some lawmakers pondering how to proceed.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"ZLWR27APW5AHTEHPHKIVLOQ67Q\" data-el=\"text\">\u201cWe want to make sure we\u2019re using AI, and AI isn\u2019t using us,\u201d said Rep. Jamie Raskin (Maryland), a constitutional law professor and the top Democrat on the House Judiciary Committee.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV wpds-c-PJLV-frkFWN-isCenteredLayoutAd-true wpds-c-PJLV-bHCGeL-isStandardLayoutAd-true article-body type-inline-ad subtype-mobile grid-full-bleed\" data-qa=\"article-body\"><\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"EX6BR2OWC5CNTGU5YE3OWRJEMU\" data-el=\"text\">Sen. Elissa Slotkin (D-Michigan) recently worked with her staff on a new policy for her office. They can use AI to \u201cenhance and streamline\u201d work but not to generate \u201cfinal products\u201d \u2014 like floor speeches or public remarks. They have to take AI training. Nothing with personal information about constituents or the senator can be uploaded. And her office is holding unannounced \u201cspot check\u201d inspections.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"YFL5VJSLU5FANKUXZIDQPW2Z24\" data-el=\"text\">\u201cWe didn\u2019t want to prohibit the use of the newest tools, but we also didn\u2019t want absolute schlock showing up in my memos,\u201d Slotkin said. \u201cWhat I\u2019m not willing to do is put my head in the sand and pretend that my young staff aren\u2019t going to find new and interesting ways of doing this.\u201d<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"XSLBGJUYNNBOLHAXNLM7TP6CEE\" data-el=\"text\">In recent months, one Democratic staffer said his office has been exploring something new: feeding AI his boss\u2019s past statements so the tool can write in the lawmaker\u2019s voice. He heard another office was pulling it off and wanted to try himself.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"IM7EBPJB55HSDOKT5IZTGXJF6Q\" data-el=\"text\">In the same building, a GOP press secretary whose office has stricter AI limits said it\u2019s unfair other offices get an advantage. \u201cWe could churn out so many op-eds if we were more comfortable with AI,\u201d she said.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"LXYCMDCOOZGHBLPPFNUSFEV7M4\" data-el=\"text\">Recently, she found her own press assistant using AI in violation of their office\u2019s policy. \u201cWe had to have a very robust conversation about how not to use AI for things in [the boss\u2019s] voice,\u201d she said.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"N3KDGVMGJZFCXOQCGYBI2HWGHY\" data-el=\"text\">A preview of what more rampant AI use could look like already exists in state legislatures \u2014 many of which have no rules or policies at all.<\/p>\n<\/div>\n<div class=\"wpds-c-PJLV article-body type-text grid-center grid-body\" data-qa=\"article-body\">\n<p class=\"wpds-c-heFNVF wpds-c-heFNVF-iPJLV-css overrideStyles font-copy\" dir=\"null\" data-apitype=\"text\" data-contentid=\"OUSS3WWGEJFP7OOTAYKVAWITQU\" data-el=\"text\">Amber Hulse serves in the South Dakota state Senate, where money is tight and lawmakers have no full-time staff.
