Each year, many of the 438 federal agencies\u2014nominally under the president\u2019s control through the executive branch\u2014publish tens of thousands of pages in regulations, red tape that increases the costs of business, transportation, and many other factors Americans often don\u2019t consider.<\/p>\n<p>This imposes a kind of hidden tax that makes everything more expensive. It also justifies the work of the Department of Government Efficiency and other efforts to streamline the federal government, according to Clyde Wayne Crews, a fellow at the Competitive Enterprise Institute and author of the annual report, \u201cTen Thousand Commandments.\u201d Crews released the 2025 version of the report on Thursday.<\/p>\n<p>The report \u201cdirectly and indirectly makes the case that DOGE or a successor entity\u2014but especially Congress itself through legislation\u2014should be more aggressive on deregulation,\u201d Crews told\u00a0<a href=\"https:\/\/www.dailysignal.com\/author\/tyler-oneil\/\">The Daily Signal<\/a>\u00a0on Thursday.<\/p>\n<p><a href=\"https:\/\/cei.org\/wp-content\/uploads\/2025\/04\/10K_2025_v5.pdf\">According to the report<\/a>, federal regulation costs Americans at least $2.155 trillion every year\u2014a cost of $16,016 annually per household. This sum constitutes 16% of the average household\u2019s pre-tax income, and 21% of household expenses. Most American families spend less than that on health care, food, transportation, entertainment, apparel, services, and savings. Only the cost of housing, an average annual household expenditure of $25,436, exceeds the costs of regulation.<\/p>\n<p><a href=\"https:\/\/www.dailysignal.com\/wp-content\/uploads\/2025\/04\/Household-expenses-2025-1024x883.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/www.dailysignal.com\/wp-content\/uploads\/2025\/04\/Household-expenses-2025-1024x883.jpeg\" width=\"1024\" height=\"883\" data-pin-no-hover=\"true\" \/><\/a><\/p>\n<p>\u201cOrdinary\u00a0<a href=\"https:\/\/www.dailysignal.com\/tag\/taxes\/\">income and FICA taxes<\/a>\u00a0are itemized on pay stubs and calculated on tax returns,\u201d the report notes. \u201cMost regulatory costs are embedded in prices of goods and services, and never show up on a receipt or an annual statement.\u201d<\/p>\n<p>While the exact cost of these regulations that gets passed down to the consumer is impossible to gauge, the report provides a rough estimate that highlights the overall phenomenon.<\/p>\n<p>The regulatory tax of $2.155 trillion comes close to the federal income tax, which collected $2.176 trillion in 2023, and stands at about four times the corporate income tax of $419 billion in 2023.<\/p>\n<p><a href=\"https:\/\/www.dailysignal.com\/wp-content\/uploads\/2025\/04\/Tax-comparison-1024x732.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/www.dailysignal.com\/wp-content\/uploads\/2025\/04\/Tax-comparison-1024x732.jpeg\" width=\"1024\" height=\"732\" data-pin-no-hover=\"true\" \/><\/a><\/p>\n<p>The report notes that the $2.155 trillion figure is likely an underestimate. The National Association of Manufacturers ran a similar analysis in October 2023, concluding that regulatory compliance costs the economy $3.079 trillion each year.<\/p>\n<p>Crews emphasized to\u00a0<a href=\"https:\/\/www.dailysignal.com\/2025\/01\/13\/deep-state-gearing-nearly-half-federal-employees-swamp-plan-resist-trump-poll-finds\/\">The Daily Signal<\/a>\u00a0the \u201cfusion of federal spending and federal regulation over recent years.\u201d<\/p>\n<p>\u201cSince COVID-19, we\u2019ve had the CARES Act, the CHIPS and Science Act, the Inflation Reduction Act, the infrastructure law, and more, and these are all hyper-regulatory <a href=\"https:\/\/www.dailysignal.com\/2025\/04\/24\/deep-state-takes-shape-most-dc-bureaucrats-who-voted-harris-would-disobey-lawful-trump-order\/\">before bureaucrats even start<\/a>\u00a0writing rules,\u201d Crews added.<\/p>\n<p>While the Constitution places the authority to make laws in the hands of Congress, federal agencies issue far more regulations than Congress passes laws. During 2024, for example, agencies issued 3,248 final rules, compared with Congress passing 175 bills. Former President Barack Obama\u2019s final calendar year saw 95,894 pages (the highest page count for federal regulations in U.S. history), while the administrative state only managed to publish 61,067 pages in 2017, the first calendar year of the Trump administration.<\/p>\n<p>The gargantuan impact of the administrative state highlights the <a href=\"https:\/\/www.dailysignal.com\/2025\/04\/18\/woketopus-war-doge-afge-center-american-progress\/\">necessity of DOGE<\/a>, according to the author\u2019s report. Yet Crews also noted that DOGE has a sunset date\u2014July 4, 2026.<\/p>\n<p>\u201cNote that DOGE goes away in a year, so there needs to be an infrastructure built that maintains the regulatory streamlining along with the slashing of spending,\u201d he told The Daily Signal. \u201cTo me, real regulatory reform has to start with termination of departments and agencies.\u201d<\/p>\n<p>President Donald Trump has been terminating some agencies and departments\u2014by directing that the U.S. Agency for International Development merge back into the State Department and by directing the ultimate closure of the Department of Education.<\/p>\n<p>These changes save Americans money directly\u2014<a href=\"https:\/\/www.dailysignal.com\/2025\/02\/16\/woketopus-usaids-troubling-ties-woke-nonprofits-called-shots-biden-administration\/\">with USAID grants terminated<\/a>\u2014but as the Trump administration decreases the size and scope of the federal government, that may also save American households money in decreased regulatory burdens.<\/p>\n<\/div>\n<\/div>\n<div id=\"ameri-2032466355\" class=\"ameri-after-content-3\">IT IS TIME TO SUNSET THESE AGENCIES OR HAVE AN ANNUAL REVIEW, AND GIVE TAXPAYERS THEIR MONEY BACK TO SPEND ON THE JOYS OF LIFE.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Average American Family Pays Thousands in Hidden Taxes, Making Case for DOGE Even Stronger The government doesn\u2019t just directly charge Americans in taxes\u2014it also\u00a0imposes a hidden tax\u00a0that makes everything more expensive, according to a new report.
