The 32-page PowerPoint presentation<strong> labeled &#8220;sensitive&#8221; and titled &#8220;Project Sunrise&#8221; was developed over 45 days and reportedly presented to officials from Qatar, UAE, Egypt, and Turkiye<\/strong>.<\/p>\n<p>The plan envisions turning the Gaza Strip into <strong>a &#8220;high-tech metropolis&#8221; over the next two decades<\/strong> with four phases of reconstruction beginning in southern Gaza.\u00a0It also calls for turning Rafah into Gaza&#8217;s new &#8220;administrative center,&#8221; housing over 500,000 residents.<\/p>\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/psr1.jpg?itok=calk1Ap-\" data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/psr1.jpg?itok=calk1Ap-\" data-link-option=\"0\"><picture><img loading=\"lazy\" decoding=\"async\" class=\"inline-images image-style-inline-images\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/inline-images\/psr1.jpg?itok=calk1Ap-\" alt=\"\" width=\"500\" height=\"281\" data-entity-type=\"file\" data-entity-uuid=\"a1fc3c8c-99d4-4723-a86b-ed58e982403f\" data-responsive-image-style=\"inline_images\" \/><\/picture><\/a><\/p>\n<div id=\"in-content-1\" class=\"in-content\"><iframe id=\"google_ads_iframe_\/21841313772,21778456762\/zerohedge\/in_content_1_1\" width=\"0\" height=\"0\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<div id=\"in-content-video\" class=\"outstream\"><iframe id=\"google_ads_iframe_\/21841313772,21778456762\/zerohedge\/in_content_video_1\" width=\"0\" height=\"0\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>However, the plan <strong>does not specify where two million Palestinians would be sheltered during the reconstruction period<\/strong>. Israel&#8217;s\u00a0<a href=\"https:\/\/thecradle.co\/articles\/winter-storm-devastates-gaza-as-israel-continues-to-block-entry-of-shelters-vital-supplies\">blockade of shelter materials<\/a>\u00a0has left Palestinians sheltering in bombed-out buildings and tattered tents.<\/p>\n<p>In early December, a severe winter storm caused over a dozen fatalities, including three infants who succumbed to exposure, and led to the collapse of several buildings. <strong>About 95 percent of Gaza&#8217;s tent camps have flooded due to the heavy rain<\/strong>.<\/p>\n<p>Witkoff and Kushner&#8217;s reconstruction plan also proposes monetizing 70 percent of Gaza&#8217;s coastline beginning in year ten of the project, a move officials hope would generate over &#8220;$55 billion in long-run investment returns for prospective investors.&#8221;<\/p>\n<p>Both Witkoff and Kushner come from prominent Jewish real estate families rooted in New York\u2019s property sector, with careers built around large-scale, high-value developments and deep financial ties to Gulf sovereign wealth funds.<\/p>\n<p>According to the proposal, the <strong>US would provide $60 billion in grants and loan guarantees to back new debt<\/strong>, with expectations that the project would become self-financing as local industry and the broader economy recover.\u00a0The World Bank would also have a role in the project.<\/p>\n<p><strong>The proposal is contingent on Hamas demilitarizing and decommissioning all weapons and tunnels<\/strong>.
